Do You Know "ROSA?"

What if I only live here during the school year?

Out-of-state residents who are temporarily living in the District – such as full-time students, members of the military or Congress and others who are not permanent, legal residents – may be eligible for a temporary reciprocity sticker. The reciprocity sticker is available from the Department of Motor Vehicles (DMV) and exempts the individual from complying with DC vehicle registration laws for up to 180 days from the time of issuance.

Students who come home for the summer (defined as children of permanent residents) or who are living in the District during formal internships, may also be eligible for the temporary reciprocity stickers.

Note: DMV will require certain documents before granting a reciprocity sticker, which is $338. Out-of-state residents using reciprocity stickers may also need to purchase a residential parking permit ($15) for street parking in many neighborhoods.

I am coming to DC for a three-month internship. Am I eligible for a reciprocity sticker?

Yes. After showing a current driver license, vehicle registration, and proof of insurance from your home state, as well as any other required documents, DMV can issue a temporary reciprocity sticker that is valid for up to 180 days. You may also need a zone-parking permit.

What if my employer asks me to stay for another month? Can I get an extension?

No, reciprocity stickers are non-renewable. The stickers; however, are valid for up to 180 days or six months.

My boyfriend lives in another state and comes to visit every other weekend. Will he get a ticket?

ROSA officers work overnight, patrolling neighborhoods from approximately 11:30 pm – 7 am, Monday through Friday (that is until 7 am Saturday). Currently, ROSA is not enforced on the weekends, although you may want to obtain a visitor-parking permit if your guest arrives before Saturday.

What can I do when my parents come to visit this summer? They’ll be driving here and staying for a week.

Permanent District residents can obtain a free, temporary parking pass for their out-of-town guests at the local police precinct in their ward. At the police station, the resident will be asked for his or her address and the make, model and license plate number of the guest’s vehicle. The process takes only a few minutes. The temporary parking pass is valid for up to two weeks and may be renewed for an additional two weeks.
